Weigh-ins set today for annual stock show

PECOS, Thurs., Jan. 15, 2004 -- Weigh-ins for animals entered in the
Annual Reeves-Loving County Junior Livestock Show and Sale are being
held between 4:30-7 p.m., today at the Reeves County Civic Center.
The annual show is scheduled for this weekend at the Reeves County
Civic Center, with the goat show beginning at 5:15 p.m., Friday.
Steers will follow the lambs at 6:30 p.m. and the lamb show will
take place at 7 p.m.
The livestock show will continue on Saturday beginning at 8 a.m.,
with the hog show, and resume later in the afternoon with a barbeque
dinner, followed by the stock show auction sale.
Entries reportedly are up from last year's show, which featured over
150 entries alone in the hog show.
Along with those events, show organizer Cookie Canon said, "We're
having something new this year, a cobbler contest."
Cobbler entries need to be at the Reeves County Civic Center between
4-4:15 p.m., Saturday and judging of the cobblers will take place at
4:30 p.m.
First place winners will receive $100; second place will take home
$50 and $25 will be awarded for presentation. The entries will then
serve as the dessert for the barbecue dinner, which will begin at 5
p.m. at the Civic Center. Tickets will be for sale at the door or from
members at the show on Friday or Saturday.
Tickets are $6 for adults and $4 for children and will include a
full barbecue menu of barbecue beef, sausage and chicken, along with
side dishes and the cobbler dessert.
Hugh and Gail Box and Herb and Diane Stewart will be preparing the
barbecue; Pecos Lions' Club members will help serve the meal; La Tienda
Thriftway made donations and other local contributions help out with
the fundraiser. Reeves County Sheriff's Posse will be providing the
side dishes and "Cat the D.J." will provide music during the event.
"This fundraiser funds go to the committee, but the funds eventually
go to the kids," said Canon.
The premium sale will take place at 7 p.m., Saturday.
Announcer and auctioneer for the show will be Steve Taylor and
judges will for the steer, lamb and goat will be John Kearney of San
Angelo and for the hogs, Jason Belew of Tahoka, Tx.
A concession stand will be open to all event goers.
City workers jailed in probe of vehicle use

PECOS, Thurs., Jan. 15, 2004 -- Three Town of Pecos City employees were
arrested by Pecos Police Wednesday on warrants stemming from the use of
a city truck for personal business, according to Pecos Police Criminal
Investigations Division's Captain Kelly Davis.
Police said they received a tip on the day of the unauthorized
usage, put together a case against the employees and took the case to
the County Attorney, Louis Carrasco, who swore out warrants on the
individuals.
City water department foreman Raymundo "Ray" Orona, Serviceman
Alfredo "Freddy" Flores and Assistant to the wastewater treatment plant
Santiago "Jimmy" Ortiz were arrested around 7 p.m. Wednesday night.
All three are charged with abuse of official capacity, a Class B
misdemeanor. The law states that "A public servant commits an offense
(of abuse of official capacity) if, with intent to obtain a benefit or
intent to harm or defraud another, he intentionally or knowingly ...
misuses government property, services, personnel, or anything of value
belonging to the government that has come into the pubic servant's
custody by virtue of the public servant's office or employment."
According to family members of the accused, the situation occurred
when a truck belonging to Orona's son, who lives in Odessa, broke down.
Orona then enlisted the help of Flores and Ortiz to help bring the
vehicle back to Pecos. The family members add that Flores was not on
the clock as police assert, but rather was on comp time that day,
giving him no official benefit for the unauthorized trip.
County Attorney Louis Carrasco did not return calls today, but
former 143rd District Attorney Hal Upchurch, currently in private
practice in Monahans, stated that the charges would only be valid if
the employees or public servants received some benefit from driving to
Odessa to pick up the vehicle.
Upchurch also said that in a case such as this where a superior had
instructed subordinates help in such a task, then the superior would
have more culpability than that on the subordinates, not necessarily by
the letter of the law, but in the typical practice of it a subordinate
following orders is not as guilty as the boss who gives the orders.
Interim City Manager-Police Chief Clay McKinney said that the "issue
needs to be looked at. I will get with the city attorney, and then we
can decide upon a course of action that fits with the alleged offense."
Rains expected to stay in area through Friday

Light, steady rains provided a break to a dry winter for the
Trans-Pecos area overnight, and more rains are expected through the
remainder of Thursday and into Friday, according to the National
Weather Service.
Most of the state will see rain through Saturday from the front
being pushed forward by a Pacific cold front. It will move in behind
the rain, gradually bringing in cooler temperatures over the next few
days. Daytime highs will be as low as the 40s in the north this
weekend.
Locally, downtown Pecos received .15 inches of rain overnight,
according to KIUN radio, while areas around the city received from
two-tenths to a half-inch of rain over the past 18 hours.
According to the National Weather Service, rain will be likely today
in the west and south sections of West Texas with lesser chances in the
north. Any rain in the Panhandle and South Plains should end on Friday,
but the rest of the region will see more good chances of rain through
Saturday. The east may see a few storms. Today's highs will be in the
50s in the north and 60s in the south.
A cold front will move across West Texas Friday night and Saturday.
Daytime highs will cool about 10 degrees across the region, with
Saturday likely the coldest day.
As of now, no snow or sleet is predicted with the current showers
and cold front. The Trans-Pecos' only snow so far came before winter
began, when a front dumped snow in the Fort Stockton and Davis Mountain
areas, along with the areas around Guadalupe Peak back on Oct. 26.
Another round of cooler weather will move in the middle of next
week.
Strong storms are possible Friday and Friday night.
Brownsville and Harlingen led the state Wednesday with 77 degrees.
Dalhart recorded 26 overnight, the state's low. The southwest part of
the state was rainy Wednesday, with several cities recording about a
half inch.
Tickets on sale for Chamber's annual banquet
PECOS, Thurs., Jan. 15, 2004 -- Tickets for the Annual Chamber of
Commerce Banquet can be purchased at the Pecos Area Chamber of Commerce
Office, 111 S. Cedar St.
Tickets are $20 each and the guest speaker will be Kirt Watson, the
ex-mayor of Austin and an attorney.
